London councils confirm bids for office to residential exemption

The new permitted development rights were announced by the Department for Communities and Local Government (DCLG) last week. The DCLG confirmed that there would be an opportunity for local authorities to seek an exemption from the right if they can demonstrate that the right would create "substantial adverse economic consequences".

The Royal Borough of Kensington and Chelsea said in a statement that it would make a "strong case" to Government for an exemption and that ministers are already aware of the Council's "serious concerns".

"We have distinct circumstances in Kensington and Chelsea with vast differences between office and residential property values. The Council will strongly defend small and medium-sized businesses staying in the area," the Council said.

The City of London Corporation has long been opposed to the plans, saying that the creation of such rights would undermine London as the world's leading financial centre.

"The City of London has made no secret of our concern about the impact of the proposed change to planning rules upon our role as a world business centre," said the Corporation's city planning officer Peter Rees previously in a statement.?

"Property consultants estimate that 20% of the office floor space in the Square Mile would be in immediate danger of conversion to flats if we do not achieve an exemption from the rule change," Rees said.

The Corporation has now confirmed it will make a bid to seek exemption from the new rights, according to a report in Planning Magazine.

Hot Dog Marketing Online - ShoeMoney Internet Marketing Blog

A lot of people call me ?The Hotdogman.? I got my nickname from working in the food business, just like Shoemoney. Last week, all the buzz at Affiliate Summit West was about Shoemoney?s book, Nothing?s Changed But My Change, The Shoemoney Story. I picked one up at the Summit and read it on my flight home, it was a pretty good read and a great American Dream kind of tale. I met up with Jeremy on the exhibit hall floor and we had a chat. As it invariably does, the conversation swung around to hot dogs. Since I am The Hotdogman, I guess that?s a good thing; I have branded myself well in the internet marketing world.

As we were talking, Jeremy remarked that being a hot dog vendor and an internet marketer have a lot of similarities. We tossed that idea around for a minute or two, and the more I thought about it, the more I thought he was right. I was a hot dog truck owner and operator for 6 years and I started fiddling around with blogs, the internet, and affiliate marketing back in 2007 when a particularly harsh winter kept the truck closed for a few months.

That?s when I started The Hot Dog Truck, a blog about ?the life and times of a Hotdogman.? I started monetizing my site with Adsense (thanks in part to a certain blogger?s famous photo), did a lot of paid posting, and began experimenting with affiliate marketing. My wife thought I was wasting my time, but she changed her tune when I used my first few months blog earnings to take the family to Las Vegas to visit her folks! She?s been on board with my ?online thing? since. Six years later, the hot dog truck is gone, but the website remains. I also have a stable of 20 or so niche sites and I do freelance writing.

Hot Dogs and Marketing

My transition from hot dog man to The Hotdogman online was fairly easy, I have always been a decent writer and I was in sales since I was ten years old. Marketing online was understandable and doable for me. I decided to give the internet marketing thing a serious whirl when a series of bad luck left me essentially disabled for nearly a year; I got Lyme Disease, bad blood clots, and I broke my knee! The immobility this caused lent itself to spending my days at the computer. I sold my hot dog truck and dove right in to creating websites and marketing various products online.

My first ventures were geared toward what I know, most notably hot dogs. I sold hot dog related courses and products across a series of websites with success. When I was doing this, I?d think back to what made me successful in the hot dog business and applied what I could. The most notable similarity between online marketing and selling hot dogs is the autonomy for the entrepreneur. Both businesses can be one man (or one woman) ventures. As many people who read this know, there is nothing quite like working for yourself. You don?t have to answer to a boss, you do things your own way, and you reap all the financial rewards from your ventures.

Going into the hot dog business is a low investment proposition. Even a shiny new hot dog cart can be bought for less than three grand; if you buy used, that number goes lower. Compared to opening a brick and mortar restaurant, starting up a hot dog cart is short money. The same is true for starting out in internet marketing. I got started with eight bucks and a free host. As time went on, I invested in premium WordPress themes, an email program, more domains, private servers, and other tools, but other than that first eight bucks, I never paid for any of that stuff ?out-of-pocket.? Investments into my growing online ?empire? always came from profits. I don?t know any other legitimate business you can start for eight bucks!

The Hot Dog Cart Principle in Online Marketing

Starting in the hot dog business is a bit more complicated than buying a cart, setting up shop, and hanging out a sign. There are some regulations involved and you need the appropriate permits. You also need to sell. If nobody knows you?re there, you won?t sell any hot dogs; you need to market your business. That involves getting out to the businesses nearby and giving them an incentive to stop by and try your chow. Theoretically, once someone takes a bite of your delicious hot dogs, they?ll tell their friends and co-workers and you?ll be off and running.

The same goes for online marketing. Like any business, there are rules and regulations to follow, so you need to know them before you get started. You could have the best offer or product in the world, but nobody will buy it unless they know about it. Just setting up a website and hoping won?t get you any sales. You need to use proven methods for generating traffic, the online equivalent of letting people know about your offer. Just like offering a free hot dog to get people to try you out, you can offer incentives to take a look at your offer. Think about it, how many free e-books have you downloaded? (I like mine with mustard and relish).

Whether you?re selling hot dogs or an online product, you still need to provide value to your customer. A good hot dog man will have premium hot dogs, fresh rolls and condiments, and he?ll serve them up HOT for a fair price. A good online marketer will have a quality offer or product that gives the customer what they?re looking for, whether it?s a product to solve a problem, an entertaining book, or a deal on the latest gadget, there has to be value for the customer at the right price or else you?re spinning your wheels.

Both businesses are scalable, too. I know many successful hot dog vendors who have moved on to managing multiple carts and trucks and even opened full-on restaurants. The concept is fairly simple and easily duplicated, you just need to find the right people. Online marketing is the same. Once you have a system and a set of processes in place, you can expand and duplicate your business. Hiring the right people is key here too. Make sure you hire and work with people who have complimentary skill sets. I started with one website, now I have more than 20 and I have people I call on for certain tasks that I just am not good at.

Notice in that previous paragraph ?the right people? came up a number of times. Whether you?re selling hot dogs or pitching the latest hot info product, having good people to work for/with you is key. A crappy employee can bring down any small business pretty quick if left unchecked. Whether that employee is serving food that?s under cooked or servicing online customers with an inconsistent attitude, the bad apple can be a killer. Conversely, good people can boost your business. An enthusiastic, friendly vendor brings people back to your cart. A savvy employee who ?gets out there? and helps boost business, whether it?s with good follow through or promotion through their social media networks, can be a great asset to any business.

Not ready to leave the security of a paycheck to start a business? Start part-time! Hot Dog vending can be started as a part time venture. Just work weekend events or find opportunities to set up shop within your existing schedule. The same goes for an online business. You can start on your living room couch! Spend a few hours a day building your business; you?ll know when you can transition to full-time in either venture.

Fun is Good too

Online marketing and hot dog vending are fun businesses. I was always cutting it up with my customers at my hot dog truck and I made many new friends in the six years I was in the business. Hardly a week goes by that I don?t run into an old customer. I?ve even made some good business connections from my old hot dog contacts! Online marketing is fun too. While many relationships are forged online, the same principles apply. Treat people well, be nice, offer good products and service and you?ll make new friends. The one thing online marketing has going for it in the fun department over the hot dog business is industry events. Parties at online marketing conferences ROCK! Hot dog events I?ve attended have been small; while they were fun and informative, there were never open bars in fancy nightclubs with go-go girls!

It all boils down to one thing: good old American entrepreneurship. Despite the woes afflicting our nation right now, entrepreneurship is alive and well in the US of A. Many of the hot dog vendors I encounter on a regular basis are in the business due to corporate downsizing. They chose the hot dog biz for many of the same reasons I listed here. The same goes for online marketing. Many people are content to moan about the economy and wring their hands in despair. The folks who decide to do something about it, whether they start slinging hot dogs or selling stuff online REFUSE to let macro circumstances dictate their future. No matter what the economy looks like, people still need a good, cheap lunch and they?ll continue to by all sorts of products online. Entrepreneurs who decide to capitalize on opportunities will always find success if they go about it the right way.

The most important thing any entrepreneur can do is get started NOW! No business gets started by thinking about it. If you want to sell hot dogs, start scouting locations, research carts, and learn about your business. If you want to get going in the online marketing game, start learning the basics (I hear Shoemoney has a course or two about that). You can have a website up in an hour or two. I know many online entrepreneurs who built a website in one night and were doing business the very next day. Don?t fall into the ?paralysis by analysis? trap, if you want to start a business, START NOW!

Iran Zoroastrians celebrate ancient feast of fire

TEHRAN, Iran (AP) ? Followers of Iran's minority Zoroastrian religion gathered after sunset to mark Sadeh ? an ancient mid-winter feast dating to Iran's pre-Islamic past that is also drawing new interest from Muslims.

Zoroastrian priests, dressed in white to symbolize purity, recited verses from Avesta, the holy Zoroastrian book, before more than 2,000 people on Tuesday.

Men and women in traditional dress carried torches and lit a huge bonfire on the outskirts of Tehran Tuesday, as young people danced.

Sadeh, the feast of creation of fire, has been observed since ancient days, when Zoroastrianism was the dominant religion in the powerful Persian empire.

Zoroastrianism lost dominance after Muslim Arabs invaded and conquered Persia in the seventh century. Today, most of Iran's 75 million people are Shiite Muslims, and the ruling establishment is led by clerics who preach a strict version of Islam.

After the 1979 revolution brought in the hard-line Islamic religious government, many Zoroastrians emigrated to the U.S., and their festivals were strongly discouraged.

About 20,000 Zoroastrians remain today ? down from 300,000 in the 1970s, when many emigrated to the United States. They make up part of Iran's small non-Muslim population, including 150,000 Christians and 15,000 Jews.

Although the feast of fire has traditionally been marked by Zoroastrians, many Muslim Iranians joined the festival Tuesday.

"This festival promotes friendship and happiness. The feast is an opportunity to thank God for the creation of fire. The light and warmth of fire brings affection among communities. That's the reason we are here," Zoroastrian priest Sohrab Hengami said.

Ali Doosti, an Iranian Muslim who attended Tuesday's celebration, said Sadeh should not been seen from a purely religious perspective.

"Sadeh is an ancient celebration that symbolizes Iran's rich cultural heritage. There is no reason why Iranian Muslims shouldn't observe the event," he said.

To Zoroastrians, fire represents life and the inherent nature of Ahura Mazda ? total goodness.

"Sadeh is a celebration of fire, but we are not fire worshippers. We worship one God," said Ardeshir Khorshidian, another priest.

Fire plays a central role in worship as a symbol of truth and the spirit of God. Prayer is often performed in front of a fire, and consecrated fires are kept perpetually burning in major temples.

A-Rod implicated in PED use again as MLB probes

NEW YORK (AP) ? Alex Rodriguez was ensnared in a doping investigation once again Tuesday when an alternative weekly newspaper reported baseball's highest-paid star was among a half-dozen players listed in records of a Florida clinic the paper said sold performance-enhancing drugs.

The Miami New Times said the three-time AL MVP bought human growth hormone and other performance-enhancing substances during 2009-12 from Biogenesis of America LLC, a now-closed anti-aging clinic in Coral Cables, Fla., near Rodriguez's offseason home.

The new public relations firm for the New York Yankees third baseman issued a statement denying the allegations.

The newspaper said it obtained records detailing purchases by Rodriguez, 2012 All-Star game MVP Melky Cabrera, 2005 AL Cy Young Award winner Bartolo Colon and 2011 AL championship series MVP Nelson Cruz of Texas.

Cabrera left San Francisco after the season to sign with Toronto, while Oakland re-signed Colon.

Other baseball players the newspaper said appeared in the records include Washington pitcher Gio Gonzalez, who finished third in last year's NL Cy Young Award voting, and San Diego catcher Yasmani Grandal.

Biogenesis, which the New Times said was run by Anthony Bosch, was located in a beige, nondescript office park. The former clinic is no longer listed as a business in its directory,

"There was a flier put out by the building management a couple weeks ago. It was put on all the doors and windows of all the offices," said Brad Nickel, who works in a group cruise planning company on the floor above where the clinic was located. "It just said this guy's not really a doctor, he doesn't belong here, he's no longer allowed here, call the police or the building management if you see him."

David Sierra, who works in his aunt's real estate office in the same building, kept a picture of the flier on his iPhone. He recognized the doctor in the picture from passing him in the hallway.

Sierra said while he never recognized any of the clients at the clinic, "there were always really nice cars in front ? I'm not talking just Mercedes. Range Rovers, Bentleys."

The New Times posted copies of what it said were Bosch's handwritten records, obtained through a former Biogenesis employee it did not identify.

Bosch's lawyer, Susy Ribero-Ayala, said in a statement the New Times report "is filled with inaccuracies, innuendo and misstatements of fact."

"Mr. Bosch vehemently denies the assertions that MLB players such as Alex Rodriguez and Gio Gonzalez were treated by or associated with him," she said.

Rodriguez appears 16 times in the documents New Times received, the paper said, either as "Alex Rodriguez," ''Alex Rod" or the nickname "Cacique," a pre-Columbian Caribbean chief.

Rodriguez admitted four years ago that he used PEDs from 2001-03. Cabrera, Colon and Grandal were suspended for 50 games each last year by MLB following tests for elevated testosterone. Responding to the testosterone use, MLB and the players' union said Jan. 10 they were authorizing the World Anti-Doping Agency laboratory outside Montreal to store each major leaguer's baseline testosterone/epitestosterone (T/E) ratio in order to detect abnormalities.

"We are always extremely disappointed to learn of potential links between players and the use of performance-enhancing substances," MLB said in a statement. "Only law enforcement officials have the capacity to reach those outside the game who are involved in the distribution of illegal performance-enhancing drugs. ... We are in the midst of an active investigation and are gathering and reviewing information."

A baseball official, speaking on condition of anonymity because he was not authorized to make public statements, said Monday that MLB did not have any documentation regarding the allegations. If MLB does obtain evidence, the players could be subject to discipline. First offenses result in a 50-game suspension and second infractions in 100-game penalties. A third violation results in a lifetime ban.

Rodriguez is sidelined for at least the first half of the season after hip surgery Jan. 16. A 50-game suspension would cost him $7.65 million of his $28 million salary.

"The news report about a purported relationship between Alex Rodriguez and Anthony Bosch are not true," Rodriguez said in a statement issued by a publicist. "He was not Mr. Bosch's patient, he was never treated by him and he was never advised by him. The purported documents referenced in the story ? at least as they relate to Alex Rodriguez ? are not legitimate."

Jay Reisinger, a lawyer who has represented Rodriguez in recent years, said the three-time AL MVP had retained Roy Black, an attorney from Rodriguez's hometown of Miami. Black's clients have included Rush Limbaugh and William Kennedy Smith.

Bosch did not return a phone message seeking comment.

MLB hopes to gain the cooperation of Bosch and others connected with the clinic, another baseball official said, also on condition of anonymity because no public statements on the matter were authorized. In order to successfully discipline players based on the records, witnesses would be needed to authenticate them, the official said.

Players could be asked to appear before MLB for interviews, but the official said MLB would be reluctant to request interviews before it has more evidence.

Rodriguez spent years denying he used PEDs before Sports Illustrated reported in February 2009 that he tested positive for two steroids in MLB's anonymous survey while with the Texas Rangers in 2003. Two days later, he admitted in an ESPN interview that he used PEDs over a three-year period. He has denied using PEDs after 2003.

If the new allegations were true, the Yankees would face high hurdles to get out of the final five years and $114 million of Rodriguez's record $275 million, 10-year contract. Because management and the players' union have a joint drug agreement, an arbitrator could determine that any action taken by the team amounted to multiple punishments for the same offense.

But if Rodriguez were to end his career because of the injury, about 85 percent of the money owed by the Yankees would be covered by insurance, one of the baseball officials said.

The Yankees said "this matter is now in the hands of the commissioner's office" and said they will not comment further until MLB's investigation ends.

Gonzalez, 21-8 for the Washington Nationals last season, posted on his Twitter feed: "I've never used performance enhancing drugs of any kind and I never will, I've never met or spoken with tony Bosch or used any substance provided by him. anything said to the contrary is a lie."

Colon was not issuing a statement, agent Adam Katz said through spokeswoman Lisa Cohen.

"We are aware of certain allegations and inferences," Cruz's law firm, Farrell & Reisinger, said in a statement. "To the extent these allegations and inferences refer to Nelson, they are denied."

Sam and Seth Levinson, the agents for Cabrera, Cruz and Gonzalez, did not respond to emails seeking comment. Greg Genske, Grandal's agent, also did not reply to an email.

Cruz and Gonzalez had not previously been linked to performance-enhancing drugs. Cruz hit 24 home runs last year for the Texas Rangers, who says they notified MLB last week after being contacted by the New Times.

The New Times report said it obtained notes by Bosch listing the players' names and the substances they received. Several unidentified employees and clients confirmed to the publication that the clinic distributed the substances, the paper said. The employees said that Bosch bragged of supplying drugs to professional athletes but that they never saw the sports stars in the office.

The paper said the records list that Rodriguez paid for HGH; testosterone cream; IGF-1, a substance banned by baseball that stimulates insulin production; and GHRP, which releases growth hormones.

Rodriguez's cousin, Yuri Sucart, also is listed as having purchased HGH. Sucart was banned from the Yankees clubhouse, charter flights, bus and other team-related activities by MLB in 2009 after Rodriguez said Sucart obtained and injected PEDs for him.

Also listed among the records, according to the New Times, are tennis player Wayne Odesnik, Cuban boxer Yuriorkis Gamboa and Jimmy Goins, the strength and conditioning coach of the University of Miami baseball team.

Odesnik, who lost in the first round of qualifying for this year's Australian Open, is a former top-100 player who was suspended by the International Tennis Federation after Australian customs officers found eight vials containing HGH in his luggage when he arrived in that country ahead of a January 2010 tournament. He denied using HGH and never tested positive for it. What originally was a two-year ban was cut in half because the ITF said Odesnik cooperated with its anti-doping program.

"The statement about Wayne's relationship with Mr. Bosch is completely false, and Wayne has contacted the reporter and newspaper for a retraction," the tennis player's mother, Janice Odesnik, wrote in an email to The Associated Press.

Mia Ro, a spokeswoman for the federal Drug Enforcement Administration in Miami, said she could not confirm or deny the existence of an investigation into Bosch or the clinic.

The University of Miami said it was conducting "an intensive review" of the matter but did not identify Goins by name.

Goins was "very surprised" to learn of the allegations raised by the New Times, according to a statement from Michelle A. White, of the Coral Gables law firm of Fenderson & Hampton, which said it was representing him.

White would not comment on whether Goins was a patient of Bosch but added that Goins "has done nothing improper either personally or as a representative of the University of Miami," and denies any allegation or inference of wrongdoing.

Elder abuse is something that may occur in a variety of ways, including physical, emotional, sexual, and financial. Additionally, healthcare professionals can take advantage of medical needs by committing fraud regarding their Medicaid and other billings associated with a senior's care. As such, there are many ways in which people can mistreat elderly individuals; however, it is possible for seniors to protect themselves against such abuse. Here are a few tips for seniors to assist them in preventing abuse from taking place, provided by the home care professionals of Durham, North Carolina:
  1. Seniors who have experienced mistreatment of any shape or form should report the incident. Whether they were neglected in a nursing home or a family caregiver took financial advantage of them, it is crucial that seniors speak up. In such circumstances, elderly individuals should turn to a trusted family member or friend, an elder abuse helpline, or the police.

If you suspect that your elderly loved one is being abused, it is imperative that you take action right away.

Euro surges to 14-month high, Fed decision awaited

LONDON (Reuters) - The euro hit its highest level in over a year on Wednesday and shares, oil and metals were also on the rise, as confidence in the global economic outlook strengthened ahead of European data and the U.S. Federal Reserve's latest policy decision.

The Fed is expected to maintain asset buying at $85 billion a month when it concludes its meeting later and retain its commitment to hold interest rates near zero until unemployment falls to at least 6.5 percent.

European economic confidence data for January at 1000 GMT, ECB crisis loan repayments and Italy's sale of five and 10-year bonds will absorb most of investors' attention before then, as they look for further evidence of a pick-up in the region.

Share markets in London <.ftse>, Paris <.fchi> and Frankfurt <.gdaxi> opened little changed ahead of the data, leaving all eyes on a rally by the euro as it broke above $1.35 for the first time since December 2011.

Alongside the recent rebound in confidence in the euro zone, one of the drivers behind the recent spike has been the eagerness of banks to repay the crisis loans they took from the European Central Bank just over a year ago.

"It (the euro rise) is just a carry on with the current trend, risk is pretty healthy and equities are doing well," said Bank of Tokyo Mitsubishi strategist Derek Halpenny.

"The danger is European policymakers allow a spike (in euro and market rates) as a result of a removal of one of the principle support measures ... With the Fed and the BOJ still easing the euro is clearly the path of least resistance."

An earlier rise in Asian equities meant the MSCI world share index <.miwd00000pus> was up 0.2 percent at a new 21-month high as European trading gathered pace. U.S. stock futures suggested a cautious start on Wall Street.

Strong U.S. housing data on Tuesday and China's promising economic growth forecast for 2013 also supported the upbeat mood and raised expectations for robust demand for fuel and industrial commodities, underpinning oil prices and lifting copper.

In the bond market, German Bund futures opened lower as investors made room for a sale of long-dated German paper and braced for solid demand at an Italian debt auction.

Italy will offer up to 6.5 billion euros of bonds maturing in 2017 and 2022. Traders expect the sale to benefit from yield-hungry investors but flagged the risk of indigestion after a bout of buying in recent months that triggered a sharp rally.

"(The auction) probably (goes) alright but I don't think it trades well afterwards," one trader said.

FCC filing reveals Apple TV model A1469 with slightly smaller dimensions (update: new antenna, CPU too?)

We don't generally find surprises from Apple in the daily stream of FCC documents and test reports, but a new filing published today seems to suggest that a new Apple TV model of some sort could be on the way. While the diagram pictured above doesn't suggest any major changes to the device's appearance, it does list some slightly smaller measurements: 93.78mm square compared to the 98mm of the current model. That's certainly not the biggest of differences, but the measurements in previous Apple FCC filings have been spot on. The model number, A1469, is also one that we haven't seen before, but the documents unfortunately don't offer much else in the way of details (only confirmation of the same WiFi capabilities as the current-gen Apple TV).

As MacRumors noted yesterday, a look at the download options for the latest Apple TV software update also revealed a new "AppleTV3,2" model, which it speculated could be an international version of the device -- although it of course remains to be seen if it and this model are one and the same. For now, you can get a closer look at the filing yourself at the source link.

Update: Anandtech has peeked through the filings and the source code, finding a new single antenna setup that follows the design of other iDevices, and reference to an updated A5X SoC at its heart.

Cambridge, Mass. January 28, 2013 - A team of materials scientists at Harvard University and the University of Exeter, UK, have invented a new fiber that changes color when stretched. Inspired by nature, the researchers identified and replicated the unique structural elements that create the bright iridescent blue color of a tropical plant's fruit.

The multilayered fiber, described today in the journal Advanced Materials, could lend itself to the creation of smart fabrics that visibly react to heat or pressure.

"Our new fiber is based on a structure we found in nature, and through clever engineering we've taken its capabilities a step further," says lead author Mathias Kolle, a postdoctoral fellow at the Harvard School of Engineering and Applied Sciences (SEAS). "The plant, of course, cannot change color. By combining its structure with an elastic material, however, we've created an artificial version that passes through a full rainbow of colors as it's stretched."

Since the evolution of the first eye on Earth more than 500 million years ago, the success of many organisms has relied upon the way they interact with light and color, making them useful models for the creation of new materials. For seeds and fruit in particular, bright color is thought to have evolved to attract the agents of seed dispersal, especially birds.

The fruit of the South American tropical plant, Margaritaria nobilis, commonly called "bastard hogberry," is an intriguing example of this adaptation. The ultra-bright blue fruit, which is low in nutritious content, mimics a more fleshy and nutritious competitor. Deceived birds eat the fruit and ultimately release its seeds over a wide geographic area.

"The fruit of this bastard hogberry plant was scientifically delightful to pick," says principal investigator Peter Vukusic, Associate Professor in Natural Photonics at the University of Exeter. "The light-manipulating architecture its surface layer presents, which has evolved to serve a specific biological function, has inspired an extremely useful and interesting technological design."

Vukusic and his collaborators at Harvard studied the structural origin of the seed's vibrant color. They discovered that the upper cells in the seed's skin contain a curved, repeating pattern, which creates color through the interference of light waves. (A similar mechanism is responsible for the bright colors of soap bubbles.) The team's analysis revealed that multiple layers of cells in the seed coat are each made up of a cylindrically layered architecture with high regularity on the nano- scale.

The team replicated the key structural elements of the fruit to create flexible, stretchable and color-changing photonic fibers using an innovative roll-up mechanism perfected in the Harvard laboratories.

"For our artificial structure, we cut down the complexity of the fruit to just its key elements," explains Kolle. "We use very thin fibers and wrap a polymer bilayer around them. That gives us the refractive index contrast, the right number of layers, and the curved, cylindrical cross-section that we need to produce these vivid colors."

The researchers say that the process could be scaled up and developed to suit industrial production.

"Our fiber-rolling technique allows the use of a wide range of materials, especially elastic ones, with the color-tuning range exceeding by an order of magnitude anything that has been reported for thermally drawn fibers," says coauthor Joanna Aizenberg, Amy Smith Berylson Professor of Materials Science at Harvard SEAS, and Kolle's adviser. Aizenberg is also Director of the Kavli Institute for Bionano Science and Technology at Harvard and a Core Faculty Member at the Wyss Institute for Biologically Inspired Engineering at Harvard.

The fibers' superior mechanical properties, combined with their demonstrated color brilliance and tunability, make them very versatile. For instance, the fibers can be wound to coat complex shapes. Because the fibers change color under strain, the technology could lend itself to smart sports textiles that change color in areas of muscle tension, or that sense when an object is placed under strain as a result of heat.

Caterpillar 4Q profits cut in half; 2013 uncertain

MINNEAPOLIS (AP) ? Caterpillar's fourth-quarter profit was cut in half by a deal in China that went bad and by slower growth around most of the world. It said results for this year depend on how the global economy behaves in the second half.

Caterpillar Inc. makes construction and mining equipment as well as power generators, so its performance rises and falls with the world's economy. Predicting where that's headed is a tricky business at the moment.

Doug Oberhelman, chairman and CEO, said in a prepared statement Monday that if a recent improvement in economic indicators continues, 2013 could be a record year for Caterpillar. But if this year is a replay of the last two, where growth and confidence declined in the second half, "2013 could be a tough year," he said.

Caterpillar dialed back production in the second half of 2012, which hurt fourth-quarter revenue and profits. Caterpillar and its dealers have both been trying to sell off inventory. Reduced production will continue at least through the first quarter, the company said.

Still, adjusted fourth-quarter profit and revenue were better than analysts expected. Caterpillar earned $697 million, or $1.04 per share. That was down from a profit of $1.55 billion, or $2.32 per share a year earlier.

The most recent quarter included a non-cash charge of 87 cents per share to write down the purchase of Zhengzhou Siwei. Not counting that, analysts surveyed by FactSet had been expecting a profit of $1.70 per share.

Caterpillar's $653 million purchase of Siwei last year gave it a new business ? roofing supports for mines ? in a country where mining is growing quickly. But on Jan. 18, Caterpillar said it had found "deliberate, multi-year, coordinated accounting misconduct" in the accounting at Siwei, and said it will write down its investment in the company by $580 million. It also said it dismissed several senior managers at the company.

Revenue fell 7 percent to $16.08 billion as dealers reduced inventory. Sales fell everywhere except Latin America.

Revenue from construction equipment fell 25 percent. But sales of mining gear ? now Caterpillar's single largest category by revenue ? grew 14 percent on improvements everywhere in the world except in North America, where coal mining is in decline.

For this year, Caterpillar expects revenue of $60 billion to $68 billion, with a profit of $7 to $9 per share. Analysts had been expecting a profit of $8.54 per share on revenue of $64.58 billion.

Caterpillar said there's a wide range in its outlook because of the high level of uncertainty in the world. It expects relatively weak growth in the U.S. economy. Growth in China will improve, but not back to the levels seen in 2010 or 2011, Caterpillar said. It expects Europe to continue to struggle.

For all of 2012, the company's profits rose 15 percent to $5.68 billion, or $8.48 per share, up from $4.93 billion, or $7.40 per share, in 2011. Revenue rose 10 percent to $65.88 billion, from $60.14 billion.

Shares of the Peoria, Ill.-based company rose $1.44 to $97.02 in morning trading.

Stretch your travel dollar with savvy tips: go in off-season, fly mid-week

FREDERICTON - With a new year underway many of us are thinking ahead to vacation time but, with today's economic pressures, it can be difficult to set aside the cash for a big trip.

The goal is to have an enjoyable vacation without breaking the bank.

There are lots of ways to be frugal with your vacation budget.

"It's not about being cheap," said Gary Howard of the Canadian Automobile Association. "It's about stretching your vacation dollar."

Start by asking what you want from your vacation and then look at your options.

"As an example, an all-inclusive week in Cuba might be far less expensive than three nights in New York," Howard said.

He suggests avoiding travelling in peak seasons as a way to save some money.

"There are peak seasons and shoulder seasons in everything that you do, whether it is a cruise, Disney World, Myrtle Beach, the Caribbean, or whatever it might be," he said.

Off-season rates for hotels and resorts are often a fraction of the peak price.

But don't always just go for the lowest price, Howard said. Paying a bit more for a larger room or one that has a kitchenette could improve your vacation experience or even save you money in the long run by allowing you to prepare some meals there.

At many hotels breakfast is included in the cost of the accommodation, which can be a substantial saving, especially for a large family.

Consider having your big meal of the day at lunch time when many restaurants have deals, or packing a picnic lunch to tote along with you.

When it comes to travel, you can often find discounts by flying mid-week rather than on a weekend.

Howard advises booking your trip early to get the best selection.

But Peter Dielissen of Fredericton, N.B., is a proponent of using websites like Priceline.com and Hotwire.com to bid on rooms in an effort to save money.

The 66-year-old has also made great use of his Aeroplan points to travel around the globe on many occasions.

He lived and worked in Toronto, Vancouver and Yukon before moving to Fredericton and began collecting Aeroplan points on his flights and on a credit card that gives points for purchases.

"I started putting everything on my credit card," Dielissen said.

"When I retired in 2007 I had one million Aeroplan points."

Howard said when looking for a deal on flights, don't just check your local airport. You can often find savings by flying from another airport located a few hours drive away.

Consider driving to your vacation destination if it is a reasonable distance. The savings can be multiplied when you look at the price of gas for one vehicle versus airplane tickets for all members of your family.

As well, there may be things to see and do along the way that you would miss by flying ? adding extra value to your vacation time.

Many hotels offer loyalty points you can exchange for free rooms, upgrades or other perks.

It is worth signing up in advance for their programs because the points from one trip could provide free rooms for your next vacation. Also watch for promotions when you can collect bonus points for stays during specific dates.

Joining an auto club like CAA can more than pay for itself when you take advantage of hotel, restaurant and attraction discounts, plus the access to free maps, travel books and expert advice.

Good advice can save you a lot of money. Ask friends and family about a destination before you make your plans.

The Internet has become an endless source of information to allow you to research a vacation, compare and book hotels, find attractions and restaurants, and generally help you get the most out of your trip.

Many hotels offer a discount if you book online. Some offer a substantial discount if you pay in advance, but there may be no refund if you need to cancel.

"Do your research online, speak with family and friends, but when it comes to doing your actual booking the best value you're going to be able to get is from a travel agent," Howard said. "These people have the experience, they have the technology and they can save you a lot of time."

Complete vacation packages such as all-inclusive trips to Caribbean resorts can provide a great saving over paying for flights, hotels, meals and drinks separately.

Howard said cruises also offer a great value for your vacation dollar.

"You can take a seven-day cruise and visit five countries," he said. "There are lots of activities onboard, your meals are included, and you've got entertainment onboard."

"It's a multi-faceted vacation all in one."

There are lots of other ways to stretch your vacation dollar, ranging from the use of free hotel shuttles to avoiding roaming charges on your cellphone while you travel.

Howard said it just makes sense to get the most out of your vacation dollar.

"It's your vacation and you can't get that time back," he said.

Dead end trail to Bo trial in China's south

GUIYANG, China (Reuters) - China scotched reports that disgraced politician Bo Xilai's much anticipated trial would open on Monday, amid chaotic scenes at a courthouse packed with expectant journalists in the south of the country.

A report last week in a Beijing-backed Hong Kong newspaper prompted dozens of reporters to travel to the sleepy city of Guiyang expecting to cover the trial of the man who was once considered a contender for China's top leadership. The paper has been known to reliably report news Chinese state media won't touch.

Flummoxed, local court officials held a hasty and unusual press conference to deny a trial was in the offing and pleaded for the media to leave them alone.

Almost a year after Bo's fall from grace under a cloud of lurid accusations about corruption, abuse of power and murder, the government has given no definitive timeframe for when Bo will face the courts, or even announced formal charges.

"To date, the Intermediate People's Court of Guiyang has received no information whatsoever about the trial of Bo Xilai taking place in Guiyang," said Jiang Hao, deputy head of the Guiyang court.

"If the next step is to hold the Bo Xilai trial in Guiyang's court, then, as according to rules, we will inform our media friends promptly," Jiang told about 30 reporters crammed into a small room inside the court.

Bo was ousted from his post as Communist Party chief in the southwestern city of Chongqing last year following his wife's murder of a British businessman, Neil Heywood.

Bo, 63, was widely tipped to be promoted to the party's elite inner core before his career unraveled. The downfall came after his former police chief, Wang Lijun, fled briefly to a U.S. consulate for last February and alleged that Bo's wife, Gu Kailai, had murdered Heywood with poison.

Gu and Wang have both since been convicted and jailed.

No criminal charges against Bo have yet been revealed, only accusations from the party of corruption and of bending the law to hush up Heywood's killing.

Bo was last seen in public last March and is being held in custody, though there has been no word on his whereabouts and he has not been allowed to defend himself in public.

All of this has added to the air of mystery and fuelled speculation the party will attempt to try him secretly without even paying lip service to due legal process.

"It's not a small thing when you charge a member of the Politburo and a highly visible and relatively popular official," said David Zweig, a political scientist at Hong Kong University of Science and Technology.

The Politburo is the party's decision-making inner core, which Bo was a member of until his downfall.

State media added to the confusion over the weekend when several Chinese news sites picked up verbatim the original report in the Hong Kong newspaper the Ta Kung Pao that the trial was scheduled for Monday.

Further stirring the pot, the influential tabloid the Global Times, published by the Communist Party's official People's Daily, said on Monday the trial would likely not be held until after the Chinese parliament's annual session in March.

The issue is the most sensational case of elite political turmoil in China since the fall of the "Gang of Four" after Mao Zedong's death in 1976, and has transfixed the Chinese public, unused as they are to the party's dirtiest secrets being aired in public.

"I hope the trial begins as soon as possible," said Zhang Zhi'an, a journalism professor at Sun Yat Sen University in Guangzhou. "This way the government can give the public a satisfactory explanation."

It is also not known where Bo's trial will take place, though Guiyang is as good a bet as any.

Sensitive trials are often held far from where the alleged crimes took place, to prevent bias or pressure being bought to bear on judges. Gu's trial was in Hefei in the eastern province of Anhui, while Wang's was in the Sichuan capital of Chengdu.
