CAIRO - Egypt announced on Tuesday voters had approved overwhelmingly a constitution drafted by President Mohamed Morsi's Islamist allies, and the government imposed currency restrictions to cope with an economic crisis worsened by weeks of unrest.?

Final figures from the elections commission showed the constitution was adopted with 63.8 percent of the vote, giving Islamists their third straight victory at the polls since strongman Hosni Mubarak was toppled in a 2011 revolution.?

Morsi's Leftist, liberal, secularist and Christian opponents had taken to the streets to block what they argued was a move to ram through a charter that would dangerously mix politics and religion.?

The president argues that the new constitution offers sufficient protection for minorities, and adopting it quickly is necessary to end two years of turmoil and political uncertainty that has wrecked the economy.?

Hours before the vote result was announced, the authorities imposed a new ban on travelling in or out of the country with more than $10,000 in foreign currency, a move apparently intended to halt capital flight.?

Some Egyptians have begun withdrawing their savings from banks in fear of tougher restrictions.?

The "yes" vote paves the way for a parliamentary election in about two months, setting the stage for yet another electoral battle between surging Islamists and their fractious liberal and leftist opponents.?

The final result, announced by the election commission, matched --?to the last decimal place -- an earlier unofficial tally announced by Morsi's Muslim Brotherhood.?

The constitution was drawn up by a body largely made up of Morsi's Islamist allies. The results announcement was a disappointment for the opposition which had put pressure on the authorities to recount the result to reflect what they have described as major vote violations.?

"We have seriously investigated all the complaints," judge Samir Abu el-Matti of the Supreme Election Committee told a news conference. The final official turnout was 32.9 percent.?

Cairo, gripped by often violent protests in the run-up to the vote, appeared calm after the announcement and opposition groups have announced no plans for demonstrations to mark the result.?

"The results was so odd and no change in the percentage points shows that nothing was done to take our complaints into account," Khaled Dawood, an opposition spokesman, said.?

The referendum, held on December 15 and on December 22, has sown deep divisions in the Arab world's most populous nation but Morsi says enacting the new constitution quickly will bring stability and a chance to focus on fixing the economy.?

A growing sense of crisis has gripped Egypt's polarized society for weeks. Standard and Poor's cut Egypt's long-term credit rating on Monday.?

Hours ahead of the results announcement, Prime Minister Hisham Kandil told the nation of 83 million the government was committed to taking steps to heal the economy.?

"The main goals that the government is working towards now is plugging the budget deficit, and working on increasing growth to boost employment rates, curb inflation, and increase the competitiveness of Egyptian exports," he said.?

CRISIS MODE?

The central bank said on Monday it would take steps to "safeguard" bank deposits, without giving any details. Rumors are rife of what sort of measures are planned.?

"I have been hearing that the central bank is going to take over all our bank deposits to pay wages for government employees given the current deteriorating economic situation," said Ayman Osama, father of two young children.?

He said he had taken out the equivalent of about $16,000 from his account this week and planned to withdraw more, adding that he had also told his wife to buy more gold jewellery.?

"I am not going to put any more money in the bank and neither will many of the people I know," he said.?

The referendum is the Islamists' third electoral victory since the fall of Mubarak, following parliamentary and presidential elections, representing a decisive shift in a country at the heart of the Arab world, where Morsi's Muslim Brotherhood was suppressed for generations by military rulers.?

However, secularist and liberal opposition members hope they can organize better in time for the next parliamentary vote.?

The opposition says the constitution fails to guarantee personal freedoms and rights for women and minorities. The government says the criticism is misplaced.?

Hossam El-Din Ali, a 35-year-old newspaper vendor in central Cairo, said he agreed the new constitution would help bring some political stability but like many others he feared the possible economic austerity measures lying ahead.?

"People don't want higher prices. People are upset about this," he said. "There is recession, things are not moving. But I am wishing for the best, God willing."?

Egypt Constitution Passes With 63.8 Percent Of The Vote

CAIRO -- The official approval of Egypt's disputed, Islamist-backed constitution Tuesday held out little hope of stabilizing the country after two years of turmoil and Islamist President Mohammed Morsi may now face a more immediate crisis with the economy falling deeper into distress.

In a clear sign of anxiety over the economy, the turbulence of the past month and expected austerity measures ahead have some Egyptians hoarding dollars for fear the currency is about to take a significant turn for the weaker.

The battle over the constitution left Egypt deeply polarized at a time when the government is increasingly cash-strapped. Supporters of the charter campaigned for it on the grounds that it will lead to stability, improve the grip of Morsi and his allies on state institutions, restore investor confidence and bring back tourists.

"In times of change, politics are the driver of the economy and not the other way around," said Mourad Aly, a media adviser for the political arm of the fundamentalist Muslim Brotherhood, the backbone of Morsi's presidency and the main group that backed the constitution.

But there are already multiple fights on the horizon.

The U.S. State Department bluntly told Morsi it was now time to make compromises, acknowledging deep concerns over the constitution.

"President Morsi, as the democratically elected leader of Egypt, has a special responsibility to move forward in a way that recognizes the urgent need to bridge divisions, build trust, and broaden support for the political process," said Patrick Ventrell, acting deputy spokesman. "We hope those Egyptians disappointed by the result will seek more and deeper engagement. "

He said Egypt "needs a strong, inclusive government to meet its many challenges."

After a spate of resignations of senior aides and advisers during the constitutional crisis, Morsi appeared to have lost another member of his government late Tuesday night when his communications minister posted on his Twitter account that he was resigning.

The minister Hany Mahmoud said he "couldn't cope with the culture of government work, particular in the current conditions of the country." The resignation could not be immediately verified because it came so late at night.

Morsi signed a decree Tuesday night that put the new constitution into effect after the election commission announced the official results of the referendum held over the past two weekends. It said the constitution has passed with a 63.8 percent "yes." Turnout of 32.9 percent of Egypt's nearly 52 million registered voters was lower than most other elections since the uprising nearly two years ago that ousted authoritarian leader Hosni Mubarak

Morsi is expected to call for a new election of parliament's lawmaking lower house within two months.

In the meantime, the traditionally toothless upper house, the Shura Council, will hold legislative power. But the chamber is overwhelmingly Islamist-dominated so any laws it passes could spark a backlash from the opposition. Many fear a legal crackdown on independent media, highly critical of Islamists.

In a bid to reach out to opposition, the leader of the Muslim Brotherhood said he hoped the charter will be a "good omen" for Egyptians.

"Let's all begin to build the renaissance of our country with free will, good intentions and strong determination, men, women, Muslims and Christians," Mohammed Badie said on his Twitter account.

But the opposition said the passing of the document is was not the end of the political dispute. Critics fear the constitution will usher in Islamic law in Egypt and restrict personal freedoms.

"This is not a constitution that will last for a long time," said Khaled Dawoud, a spokesman for the main opposition group, the National Salvation Front, vowing to fight for more freedoms, social and economic rights.

In a sign that the new front for the opposition against Morsi's policies may be the economy, Dawoud said the Morsi administration was "confused" both on the political and economic fronts.

"We want stability and economic prosperity like everybody else. But we don't believe that the policies of Morsi and the Brotherhood will lead to more stability," he said.

The turmoil over the constitution sparked huge protests that turned deadly at times. For a moment, the tension looked like it was spiraling out of control and only added to an already weakened economy.

At the height of the protests, the government called off its talks with the International Monetary Fund over a $4.8 billion loan which Morsi's government viewed as a way to attract much needed foreign investors, and deal with a high budget deficit.

Major foreign currency earners, such as foreign direct investment and tourism, have dropped off because of political unrest and deterioration in security following Mubarak's ouster in February 2011.

Over the last two years, the country has lost more than half of its foreign currency reserves from $36 billion in 2010 to around $15 billion currently. The reserve level has been slightly propped up by some Qatari deposits in past months.

Economic experts say that Egypt's current foreign reserves barely cover three months of imports, which is the IMF's minimum recommended coverage.

There were signs on Tuesday that some Egyptians were starting to hoard dollars for fear that the local currency could weaken significantly.

The run on the dollar was fueled in part by a decree issued by Morsi late Monday banning people from leaving Egypt with more than $10,000 or its equivalent in other currencies.

Some currency exchanges in the upscale Cairo neighborhood of Zamalek ran out of dollars by midday and offered only euros ? a rare occurrence. Some banks, too, said they had run out of cash dollars.

"I asked around in many exchange places and can't find dollars anywhere," said Cairo resident Mahmoud Kamel after unsuccessfully visiting one exchange office. "I want to exchange money because I'm afraid the Egyptian pound will not have any value soon."

The dollar rush prompted the Central Bank of Egypt to issue a statement on Monday calling on banks not to listen to rumors circulating about the fiscal health of the nation.

The bank declared its commitment to guarantee all deposits in local and foreign currencies to banks in Egypt and said banks are "financially strong enough."

There was one particularly nerve-rattling report in recent days that longtime Central Bank Governor Farouk Okdah had resigned. The report came on Saturday during the second and final round of voting on the constitutional referendum.

Official media quickly retracted the news after reporting it. The governor then turned up at a meeting of the government's economic team on Sunday in an apparent attempt to quell nervousness over the state of the economy.

Egypt's currency had been stable trading around 6 pounds to the dollar for the first half of the year. It has since slipped, especially in the past two months as political instability worsened. The dollar was selling Tuesday at 6.18.

Rumors swirling around impending tax hikes, subsidy cuts and other bread-and-butter issues have heightened the public's concern. Around 40 percent of Egyptians live just at or below the poverty line of surviving on around $2 a day.

In a sign of the worsening economy, the number of people living on under $1 a day rose to 25 percent in 2011, up from 21.6 percent in 2009, according to government statistics released last month.

Promises that the Islamist-drafted constitution would bring about the stability Egyptians crave were dismissed by economic experts who warned that without enough currency reserves, there is little to stop the pound from falling.

"The instability of the foreign exchange rate is not at all detached from the political instability. It is a reflection and clear mirror to what is happening," said Haytham Abdel Fattah, head of the Treasury and International Markets Manager at Industrial Development Bank.

Ryan says Tebow would have done wildcat if asked

NEW YORK (AP) ? Tim Tebow would have done whatever Rex Ryan asked ? if the New York Jets coach had asked him.

Ryan acknowledged Monday that Tebow wasn't happy when the coach chose Greg McElroy to start for the benched Mark Sanchez, but insisted Tebow was willing to play in any role Sunday against San Diego ? including the wildcat.

"He was disappointed, there's no question," Ryan said Monday. "He was disappointed that he was not named the starter, but with that being said, I'm not going to get into private conversations that I have with players, but it was my decision to use Jeremy Kerley in the wildcat, without question.

"But I'll say this: I believe if Tim's number was called, he would've went in and played. I don't think there's any doubt about that."

A person familiar with the situation told The Associated Press that Tebow asked out of his wildcat offense duties last week after hearing that McElroy, the third-stringer, would get his first NFL start over Tebow, listed as the No. 2 quarterback.

Another person, also familiar with the situation, said that wildcat plays involving Kerley instead of Tebow were added before practice last Wednesday.

Both people spoke on condition of anonymity because the Jets do not disclose personnel discussions.

ESPN New York first reported that Tebow opted out of running wildcat plays. ESPN also reported that Tebow said his relationship with Ryan was "strained" for a few days, but they smoothed things over. Ryan had all three quarterbacks active for Sunday's 27-17 loss, but Tebow never got onto the field in any capacity.

Ryan did not deny that Tebow asked out of running wildcat plays, but also refused to go into any details of what happened.

"I've been transparent and all that stuff without question, but I'm not going to give you a private conversation that I would have with a player," Ryan reiterated. "That's between him and I. If he wants to share whatever the conversation is, Tim or anybody else, then that's up to him."

Ryan was also asked if it could be considered "insubordination" if a player refuses to play in a role designed for him.

"You guys are assuming something's a fact or whatever, and that's fine," Ryan said. "If I would have asked Tim to play in anything, Tim would have gone into the game and done that."

After the game, Tebow would say only that "it just happened" that he didn't play in the wildcat package. He has done his best to hide his frustration throughout what he could consider a lost year on the playing field.

"Well, it's been disappointing," Tebow said of the season. "Obviously, it didn't go as we thought, as I had hoped, but sometimes in life you have that. Sometimes you have setbacks and you just have to look at them as another opportunity for you to step back up and keep working and figure out what to do."

New York will either trade or release Tebow after the season, a disappointing and frustrating one-year stint with the Jets that just seems to get worse. Tebow was asked after the game if he could remember the last time he had played so little.

"Three or 4 years old, probably," Tebow said. "Since I started."

Tebow has not played a single snap in four of the last five games, although some of that inactivity was due to him breaking two ribs at Seattle on Nov. 11. He has been cleared to play, and got a full offensive series at quarterback last Monday night at Tennessee, but Ryan confirmed that Tebow "still has two cracked ribs."

The Jets (6-9) were eliminated last week with their loss to the Titans, and Ryan announced after the game against San Diego that McElroy ? despite being sacked 11 times ? would start in the season finale at Buffalo. Whether Tebow actually plays in that game or has taken his last snap with the Jets remains to be seen.

Tebow was acquired from Denver in a stunning trade last March and expected to be a major contributor to the offense. He has been only a role player ? whenever he actually plays.

"I thought we'd do some better things out of that wildcat," Ryan said. "It hasn't happened. I'm not blaming it on Tim Tebow. I'm sure there's multiple reasons, but for whatever reason, it has not had the results that I envisioned for it."

Some reports have Jacksonville interested in bringing Tebow in to compete for its quarterback job next season. The Jaguars were the only team other than the Jets that tried to trade for Tebow last year, plus it would be a homecoming for Tebow if he played in Jacksonville.

"I'm not pulling the tampering thing," Ryan said. "Tim's under contract with us and that's all I know."

Jaguars coach Mike Mularkey told Jacksonville reporters that he wasn't aware of reports that his team looked into pursuing Tebow before the trade deadline earlier this season.

"I am not going to talk about that," he added. "I don't talk about other players on other teams right now."

NOTES: Ryan was still disgusted by how many times McElroy was sacked by the Chargers on Sunday. "The 11 sacks and all that, that's as poor as I can ever remember as far as the pass protection was concerned," he said. It was the most a Jets QB was sacked since David Norrie in 1987 against Dallas ? a game played by replacements. ... The Jets waived WR Mardy Gilyard, who had two catches for 15 yards in three games for New York.

Netflix suffers Christmas Eve outage, points to Amazon

NEW YORK (Reuters) - An outage at one of Amazon's web service centers hit users of Netflix Inc.'s streaming video service on Christmas Eve and was not fully resolved until Christmas day, a spokesman for the movie rental company said on Tuesday.

The outage impacted Netflix subscribers across Canada, Latin America and the United States, and affected various devices that enable users to stream movies and television shows from home, Netflix spokesman Joris Evers said. Such devices range from gaming consoles such as Nintendo Wii and PlayStation 3 to Blu-ray players.

Evers said that the issue was the result of an outage at an Amazon Web Services' cloud computing center in Virginia, and started at about 12:30 p.m. PST (2030 GMT) on Monday and was fully restored Tuesday morning, although streaming was available for most users late on Monday.

"We are investigating exactly what happened and how it could have been prevented," Evers said.

"We are happy that people opening gifts of Netflix or Netflix capable devices can watch TV shows and movies and apologize for any inconvenience caused last night," he added.

An outage at Amazon Web Services, or AWS, knocked out such sites as Reddit and Foursquare in April of last year.

Amazon Web Services was not immediately available for comment. Evers, the Netflix spokesman, declined to comment on the company's contracts with Amazon.

So if the bar was that low, why not use Tebow more often?? After all, one of the stated goals was to force opposing defenses to spend less time preparing for the base offense by accounting for the Tebow package.? Once it became clear that:? (1) Tebow wouldn?t be used much on offense; and (2) when used the outcome would be nothing like, for example, Miami?s torching of the Patriots in 2008, there was no need to worry about Tebow.

There also was no need to worry about the Jets? offense.? Ranked 30th in total yards and 31st in yards per play, the franchise is moving in the wrong direction under Sparano.

Thus, regardless of whether the Tebow package was a failure or a success (and if it really was a success we?d hate to see what it would have looked like if it were a failure), Sparano likely will soon be joining Tebow as a former employee of the team.

Facebook introduced a new mobile app install procedure for developers using Facebook ads today. They can now craft ads that allow users to install apps directly inside of the Facebook app on iOS 6.

An ad featuring an install button used to send a user out to the App Store to finish installing the app. Now, the process is completed in a pop-up window that appears inside the Facebook app itself, as long as the device is running iOS 6.

This is a clever improvement and should be a nice bit of lubricant that makes people more willing to tap on an install button if they know they won?t ?lose their place? in the app.

Today, Techcrunch posted an article with a headline and text, which has since been altered, that construed this as some sort of special treatment given to Facebook by Apple. This is not correct, as this ability is one that was given to all developers on iOS 6 by Apple, not something done specifically for Facebook.

The feature, as Benjamin Mayo points out, relies on a new object called ?SKStoreProductViewController?, which allows an app to display the store to the viewer without interrupting their app session. It?s a nice feature that was facilitated by the fact that Apple changed new app install behavior to not drop users out to their springboard every time they installed an app. Now, apps are installed in the background and noted with a ?new? badge.

So, this is a nice new way for developers to encourage installs of their apps via Facebook ads, but it?s not some collusion between Apple and Facebook. Instead, it?s a standard feature available to all developers of apps on iOS 6.

60-car pileup closes I-5 in Northern California

A stretch of Interstate 5 in Northern California remains closed Tuesday evening after a pileup involving dozens of vehicles.

Beth Cousineau, a dispatcher with the California Highway Patrol, said the accident began about 6:15 p.m. on the 5 around Yreka and probably involved about 60 vehicles, though she said, "We're having a hard time telling how many vehicles were actually involved in the accident or how many vehicles were just backed up."

Cousineau said that there were no reports of fatalities but that some people had been transported by paramedics to area hospitals, though it was unclear how many were injured in total.

Authorities initially attempted to close a stretch of?the southbound 5 so paramedics could reach the scene, but Cousineau said they abandoned that plan and were able to reach those involved another way.

She said it is unclear what caused the accident, but some of the messaging on the CHP's Incident Information page suggests ice and the weather?may have played a factor and that large trucks may have been involved.

Cousineau said the southbound 5 is currently open in the area but that the northbound 5 is closed from North Yreka to the Randolf Collier Safety Roadside Rest Area. Yreka is a little more than 20 miles south of the California-Oregon border.

?It was something I really wanted to explore because it was the first time I had ever been tempted to do a sequel because I felt I wasn?t finished with the character of Nikolia, played by?Viggo Mortensen, and Kirill played by?Vincent Cassel.?

?I really wanted to see Nikolia go back to Russia, because one of the things I wanted in the first movie was that you see a bunch of Russians in London but you never see them in Russia. In other words you experience their exile and they are trying to recreate some of Russia within London. In the original screenplay there were some scenes in Russia and I thought it was better if we don?t see that ? they long for Russia but we never see that.?

??I thought it was a very ambitious script and I wanted to do it properly and they really felt the financial restraints of the world in general. It was a really budget disagreement. ?As far as I?m concerned I?m not involved anymore.?

As for the long talked about remake of his own remake of The Fly (which studios ultimately passed on), Cronenberg said:

?It wasn?t really a remake, it was more of a sequel or a sidebar. It was a meditation on fly-ness. None of the same characters or anything and, of course, with an understanding of modern technology. It was something I was very pleased with and it was a disappointment not to get it made.?

There you have it: straight from the mouth of the master. Considering Cronenberg was personally pleased with it, though, it?s a real shame it didn?t get made. Presumably audiences will have to look elsewhere to get that meditation on fly-ness they?ve been craving. You just can?t get a good meditation on fly-ness when you need it nowadays, can you?
